For Fallout 3, all of the DLCs add new content, areas to explore, new enemies, etc Point Lookout, The Pitt, and Broken Steel are definitely worth their cost. You can do the DLC at pretty much any level so long as you have at least small guns pretty high. I know some people rush straight to it because of that, and I myself have gone through at level 5 after dumping everything into small guns. The DLC "Broken Steel" opens up the game after the quest "Take It Back!" I recommend playing The Pitt and Operation Anchorage around level 8-14, because the loot from the Pitt is good early to mid in the game, but you find better stuff later.
