Whether you sleep during those hours or not is up to you, ofc. The fatigue simulation is an attempt to replicate those rules - but they're much more complicated and stricter IRL.There used to be a tacho mod which did a more accurate job representing RL. Only for long runs.

I managed to get to a city with rest places but none of them allowed me to rest there and there were no rest stops en route to my destination.

A safety thing, so the truck can't move on its own if the system fails and there's no air. Same thing happens if you use brakes too much - there's no air anymore and the compressor can't maintain
In the game you never go home, you are always with the truck, so that's why 9 hours are enough. In real life however, you go home and when you go home you need at least 12 hours to shower, eat, play with your kids and other personal things besides sleeping. I have a mod that lets you sleep 12 hours, if you desire.
Yes, you can choose to sleep after a shorter driving time than 11 hours, for example after 3-4 hours of driving time, but the sleep will still always take 9 hours. However .. Ferries and trains also count as rest time, however of course shorter than 9 hours unless the ferry ride takes 9 hours or more. Last edited by Briannospam ; Sep 18, 2021
Hopefully you will be able to determine from step 2 above that it does exactly that, by factoring in how long you've been driving since your last sleep (up to the maximum permitted driving time). It should also be apparent from all of that that mods can indeed affect this, by changing the key economy_data.sii values.
